Terminology Used:
Lessor — the company RentCarMoldova.md, providing vehicles for temporary possession and use.
Lessee — the individual or legal entity hiring the vehicle according to the rental agreement.
📋 What documents are required to hire a car?
To officially execute the rental agreement, the Lessee must present a valid driving license (the minimum driving experience ranges from 1 to 3 years, depending on the selected car class) and a valid identity card or passport. The minimum age for the driver is 21 or 25 years old, determined individually for each specific vehicle model.
💰 Security Deposit Policy and Refund Procedure
Security Deposit — is a fixed sum of money temporarily held by the Lessor for the duration of the contract to guarantee the safety of the property. If the vehicle is returned on time, clean, and without any new damage, the deposit is fully released and refunded on the spot at the moment keys are handed over.
*Note: The exact deposit amount is calculated individually and depends on the vehicle class, make, driver’s age, and actual driving experience.
Full rental payment and the security deposit security must be completed on the day of signing the vehicle handover certificate.
🚨 Mandatory Protocol in Case of a Road Accident (Traffic Collision)
Should the rented vehicle be involved in an accident or be damaged while parked, the Lessee is required to immediately contact the emergency services at 112 to have the incident documented by the police, and notify their personal RentCarMoldova.md manager as a top priority.
If the collision occurred through no fault of yours (confirmed by an official police report) and repairs are fully covered by the third party’s mandatory insurance policy, the security deposit will not be withheld, provided all other rental terms and agreement conditions are completely met.
I. Core Rights and Obligations of the Lessee
The Client unconditionally agrees to the following terms:
- To operate the vehicle strictly according to its designed purpose, treat mechanical parts with extreme care, and respect all technical guidelines and Road Traffic Regulations of the Republic of Moldova.
- Not to use the vehicle for transporting excessively heavy cargo, commercial freight, or for towing other cars, trailers, or any other vehicles.
- Strict Prohibition: Operating the vehicle under the influence of alcohol, narcotics, toxic substances, or contraindicated medications is strictly forbidden and results in absolute financial liability.
- The permitted territory of vehicle operation is exclusively the right-bank territory of the Republic of Moldova. Any cross-border travel or trips into the Transnistria region must be pre-arranged with the Lessor and require an official written permit.
- To return the vehicle upon expiration of the rental term in its original technical and aesthetic condition, fair wear and tear excepted.
- Commercial Use Ban: Using the vehicle as a TAXI, for car-sharing networks, courier deliveries, or for driving school instructions is strictly prohibited.
- It is prohibited to participate with the hired vehicle in sports racing, velocity competitions, unofficial speed tests, drifting, or rough terrain off-road trials.
- Speed Limit Policy: The maximum allowed vehicle speed is 130 km/h. If the satellite onboard tracking system records a breach of this limit three times, RentCarMoldova.md retains the right to cancel the contract unilaterally without a refund for any remaining rental days.
- It is forbidden to open the engine hood or perform any mechanical actions without the manager’s explicit approval. In case of fluid top-ups, the Lessee must contact the Lessor by phone beforehand.
- Transferring driving rights to third parties (either free of charge or for payment) is only permitted after prior coordination and adding the secondary driver’s credentials to the agreement.
- To maintain perfect cleanliness of the car body and cabin interior throughout the entire hire period, and ensure maximum security of the vehicle at parking lots.
II. Financial Liability of the Parties
- Upon returning a vehicle with defects, scratches, or hidden mechanical damage that occurred during the hire period, the Lessee agrees to fully compensate the Lessor for all material damages required to restore the car to its baseline state.
- In the event of a traffic collision caused by the sole fault or negligence of the Lessee, they bear total financial liability for vehicle damages and all associated restoration expenses.
- The Lessee assumes all types of legal, civil, and administrative responsibility for any damage caused to third parties or their property during the active term of the rental agreement.
- The Client is personally liable for any consequences and damages caused by actions of individuals to whom they entrusted the vehicle operation (including without the Lessor’s knowledge).
- Late Return Penalties: In case of a delayed vehicle return, a penalty of 25% of the daily rental rate is charged for each hour of delay. This hourly rate applies for the first 3 hours of delay. Beyond a 3-hour delay, the Lessee is obliged to pay a fine equal to the cost of a full additional rental day.
- Dirty Vehicle Return Fees: If the car is returned unwashed or local cabin upholstery cleaning is required, the Client pays an additional professional car wash fee according to the company’s fixed rates:

- Satellite GPS Monitoring: All fleet vehicles operated by RentCarMoldova.md are outfitted with specialized satellite GPS tracking systems. These devices record speed parameters, coordinates, and telemetry in real time. The Lessee expresses full consent to GPS data collection and processing. If violations occur (speeding breaches, unauthorized border crossings), the tracker data serves as official evidence for enforcing penalties.
III. Vehicle Delivery, Handover, and Return Procedures
- Vehicle delivery to the Client is carried out strictly on the basis of a bilateral Handover Certificate. The document logs the precise date, exact time, current odometer mileage, fuel tank level, as well as any existing minor body defects (paint chips, scratches).
- If new damages, cabin burns, or missing factory components are discovered by a fleet representative during the return check, these facts are recorded in the Certificate. The vehicle will be sent to an authorized service facility for a final repair cost evaluation.
- The official termination of the hire period takes place only after a final Return Certificate is mutually signed by both contracting parties.
- The Lessee undertakes to return the vehicle clean, technically sound, and with the exact same fuel level that was recorded upon initial pickup.
IV. Final Legal Declarations
- This rental contract is drawn up in two original counterparts of equal legal force—one copy for the Lessee and one for the Lessor.
- All disputes not explicitly regulated by the clauses of this contract shall be settled by the parties through peaceful negotiations. If a compromise cannot be reached, conflicts will be resolved in court in strict compliance with the effective legislation of the Republic of Moldova.
